I agree with Joe D. White.  A caption could read "Why do these people keep trying to get in"?  The driver seems to be pondering something.

The Whites have it ! This big van is a 1940's White 1144, based on the White 1100 series bus chassis. Bus chassis were built low to the ground, and had been a popular platform for bed bugger vans since the 1920's.  Chocko Joe had this 1st; thanks to Don MacKenzie for the photo and the ad.
