| I think what we're looking at here is a cross shaft from one side of the front of the radius rod to the other side. It just looks like it is going to the bottom of the rear axle but it is not.

| This might make more sense if I add that this is a structural shaft that ties things together not a shaft that turns - more of a rod or perhaps a round tube than a shaft.
