Majority rules, this is an FWD COE former plow truck. I don't know much about this truck, so if someone wants to fill in the model info feel free. Brian Kelly had this right off the bat. I found a similar looking COE up in one of my local junk yards, same cab anyway, it's a twin screw, and doesn't have a driving front axle, I will have to post some photos of it, just have to dig them up...

It is probably a ForWarD mover. FWD used this name for highwayway trucks without a front drive axle in the 60s and 70s
