I think something from Ridewell would work. I towed a beavertail that had 17.5 tubeless (equlvent to 15" tube types) that was about that tall.
I'm sure most other suspension mfg would have something as well.

I recently purchased a lowboy (mistake) with no suspension. It is a single axle, 8 feet wide and has 15 inch wheels on it now. What spring or air ride suspension could be placed on it and still maintain my 35 inch deck height.
