Cummins 855 Won't Shut Off

Hi Guys, I finally got the old 855 Small Cam going today but couldn't get it to shut off. I had to unscrew the fuel filter. I checked the shut off solenoid and it gets power with the key on and cuts power with the key off. Is the screw on the back supposed to be all the way out or all the way in for normal key switch operation. Any ideas? Thanks in advance for the help!

Manual screw should be all the way out for normal operation.
